Actually, it isn't an ordinance that he can't deputize anyone. He simply doesn't have permission to do it, making his doing it a felony offense. (Conspiracy to commit the offense of impersonating.) No one seems willing to open a case file and actually investigate what any number of witnesses ON LMPD seem to know for sure - by eyewitness accounts. Can't speak to the uniform ordinance, I haven't seen it, but they can't say he can't wear a uniform, just that he can't wear one that looks like LMPD,
