Constable in shopper shooting says Walmart security asked his help

I was on I64 Saturday and noticed a white crown vic with blue, red, yellow and white lights flashing. This appeared to be a traffic stop, do the courts up hold the citations fron these goofballs? Further more why does it take 30 minutes to complete a traffic stop? For reference the stop was I64 west between Hurtbourne and I264. The lady looked fairly uncomfortable. My wife was stopped by one on Westport Rd. she called St. Matthews police.
