Whitlock took it upon himself to patrol Walmart. Look at his citations, many of them come from that location; he wouldn't allow LMPD to do thier job. He was contracted by a third party security company in 2010 for one single job. Walmart has already washed their hands of him saying they don't contract him and he was doing this on his own. Fact of the matter is that loss prevention would allow Whitlock to "play" with them. They called him on his cell phone, I know Whitlock would knock on the loss
