I don't really see where it is illegal. Ky statutes don't differentiate between local and out of state police officers in their definitions. And I have never been able to find any clear cut answers on whether police officers can have blue lights in their POV's. It seems that if the legislatures intent was to not allow it, then they wouldn't write the statutes so vague. I know it is often a highly debated topic amongst local officers, I would love to see an OAG opinion or better yet a court ruling
