Constable shoots woman in Walmart parking lot in southwest Jefferson

this guy pulled me over several years ago and threatened/yelled at me for "following too closely" but didn't write me a ticket. It was the most bizarre run-in I've had with a supposed "police officer". I figured at the time he was someone with very limited law enforcement authority, if any. He was extremely unprofessional and in a crown vic with red and white lights with, I believe, one of the memorial license plates, not an official plate.
