There seems to be a great deal of venom on this one. I have no intention of debating whether or not State Law recognizes Constables as Law Enforcment officers, because it clearly does. However, no one has demonstrated to me the need for a Law Enforcement Officer to escalate a misdemeanor shoplifing to a level where deadly force could even be considered. The fact is Mr. Whitlock had a duty to treat this event for what it appeared or was reported to be...a shoplifting. If he was unable to get the
