I ran across a water company roadblock about one year ago and saw a white unmarked crown-vic with Indiana personal license plate on it, with all kinds of red and blue lights flashing. I did a 'WTF' and ran the tag- came back to an individual of course.
I emailed all the higher ups about it, and was told to ask Dennis Sims about what to do. He sent for an opinion from the Commonwealth's Attorneys Office, and they replied that it was clearly illegal- the proper charge would be Improper Use of Red and Improper Use of Blue lights. Also pointed out was to determine if they had a radio or scanner in the vehicle that could receive Police frequencies- a Felony in Ky.
Try as I may, by the time I had the 'permission' to do anything about it, I never saw him again.
Bet your sweet A$$ I would have locked him up, and towed his car in with a hold as evidence!!

I think someone in traffic already did that but not for an off duty job and got caught and his privilage of taking home his car revoked for awhile. He was in Indiana with lights going.
