After research, there aren't many requirements to be a constable, and really none for a deputy. I guess, what is being shown here is that individuals have been impersonating a peace officer, which is a felony under KRS 519.055.
As an attorney, with the pictures provided here, there is substantial evidence to prove that a crime is or has taken place. The pictures of uniformed personnel with weapons and badges, if not a duly sworn law enforcement official; definitely represents falsely portraying oneself as a member of the police, for the purpose of deception.

519.055 Impersonating a peace officer.
(1) A person is guilty of impersonating a peace officer if he pretends to be
officer, or to represent a law enforcement agency or act with the authority
approval of law enforcement agency, with intent to induce another to submit
pretended official authority or otherwise to act in reliance upon the pretense
prejudice.
(2) Impersonating a peace officer is a Class D felony.
(3) As used in this section, the phrase "peace officer" means a peace officer as
in KRS 446.010.
