Actually, it wasn't, except for the statute numbers, I already knew all this stuff.

In fact, police have few statutorily required tasks either - lots of things police CAN do, but few that they HAVE to do. Sheriffs actually have the most required tasks of all. The law is generally more permissive than mandatory.

In years past, people became constables (or special deputies) to be able to carry concealed, prior to the concealed carry provisions. Some do it now because it is "cool." There are quite a few in the state who do work, often they are retired officers who want to continue to serve in communities otherwise underserved.

What bothers me is that NO ONE is willing to take action against him for the one thing he is doing that is blatantly illegal.
