That's a good task for someone, actually do a real study of how other places handle these events. In most cases, I expect, the event organizer is supposed to pay for or provide the necessary security. How many other places allow the shutting down of streets practically every weekend? I know the sheriff's office used to handle a lot of the small events, but LPD/JCPD complained that it was taking money away from them. (In fact, as has been noted, now they just rearrange schedules for it.) I known CD pays something to the city for inside the track security for Oaks/Derby and that the KDF at least used to pay for food on Thunder.
