I'd be curious about how other cities handle these types of details - since my gut is 1) they don't have nearly so many, particuarly that disupt traffic and 2) if they do, they pay overtime or detail pay. Of course, it used to be that the sheriff's office handled many of these small walks, etc., using the reserve unit.
