Video appears to show LMPD officer striking man with flashlight

Ok, he was locked up hitting some cars, causing damage over, i believe 1000 dollars. Maybe he was not driving at the time, but i do believe alc alc alc alc alcohol had something to do with it, and a car.. It must have been your buddy.
