Hitting someone in the head with a flashlight as if it's a club is a use of deadly force. Would you seriously tell your people that it's OK to use deadly force against unarmed drunks? If he caused brain damage and this case gets shoved under the carpet, which I doubt it will, you can bet your paycheck it will get a second look by someone else.
