I'm not Metrosafe, but maybe I can answer a bit. They could be bridged, but that means everyone, on each channel, can hear/transmit on the other channel, of course. It was never intended or desirable that everyone be able to talk to everyone all the time - you would never get through the clutter in a hurry.
