I'm not Metrosafe, but maybe I can answer a bit. They could be bridged, but that means everyone, on each channel, can hear/transmit on the other channel, of course. It was never intended or desirable that everyone be able to talk to everyone all the time - you would never get through the clutter in a hurry. Ideally, in a situation like that, everyone involved would move to an event channel or mutual aid, no matter what division they are in - but that would require TURNING THE DIAL!!! And that takes practice to do quickly. I have to keep a handy cheat sheet to remember which channel I need to be on at any given time, and which divisions operate on which channel, which fire units are on which fire channel, only EMS is easy since they generally all work off one channel with the others used for backup.
