One problem we have is letting rookies ( 3 yrs ) train rookies . You really dont know how to police until youve been on 3 yrs. Special units are the same NO one should be in a special unit until you have been a partol officer fro 5 yrs. Patrol is were its at No one in any unit can do anything unless Patrol starts the investation. The PTO program is also a long drawn out goat scr#w...way to much paper work , and they dont take the PTO's advice if someone just cant cut the mustard we just keep them
