Well, it appears to me you have several options 1. Become a division traffic car, and get experience, so you can investigate these accidents. 2. Sign up for the HIGHWAY SAFETY money in most, if not all, divisions and write tickets (I am personally opposed to writing a citizen a ticket if it is not "needed" when a warning will do so I don't sign up the ot). 3.
