Media, please pick up on this. This would be a pretty good story. We are told that we have no quota sytem on the department. But are being pulled to the side asked about "stats". If an officer does his job, makes his runs, patrols his neighborhoods and business, and backs his fellow officers. There will be days low activity or stats can be turned in. But officers are threatened on a daily basis. No stats, you will be disciplined. It's about numbers. But they can't give a number. Command will say you need more paperwork,ie. Citaions, reports,etc. When you ask back how many tickets one should write, no response. If you are given a number they have set the bar. From officers in the traffic unit to anyone else in the divisions it's the same.

The citation arrest in leiu of arrest is not a good idea, 1st the offenders are less likely to take the charge serious. 2nd the right of the public to know these arrest have occured, when, where how etc is not letting the public know of illeagal activity in their towns and neighborhoods. 3rd and most important the flight of these offenders will cost in serving warrents and they will remain free in the meantime to continue their crime.

I have dealt with this since the new law took effect from a view that I know of someone who was given the citation arrest and has basically laughed it off and continued the very next week doing what they were doing. Prostitution in a fixed location. Had they been publicaly arrested and mug shots published (as most are) I think they would be less likely to continue their business. In the same location I might add. This also creates more work for the investigating officers in that they must now revisit a crime they have already.

As far as the overcrowding of the jails I say let them be crowded. Criminals should not be allowed the same comfort and convienence non-criminals are. The cost of all the above mentioned circumstatces will cost the taxpayers more in the long run and criminal activity will continue after the citation is issued.
