How in the hell does it show there are too many officers? Not enough officers by far. Stats are misleading in more ways than one. Don't get caught up in the stat game, all that is see, is the chiefs office misusing stats to make the rules that they want to. Stats weren't this big of an issue before White came along. He uses them to direct blame on other people for his lack of leadership and effective policing, and to cover his mistakes and mismanagement of the police department. Just because an
