To be fair to those that did receive vacation time, they did not receive it to enjoy the Derby Festivities. They were requested by dignitaries to be used as escorts during the Derby events and probably worked as hard or harder than those assigned to the track or Broadway. The requests had to come from the dignitaries themselves and had to be well in advance.
