I think he has little 'michelen men' on his collar. or maybe its the pillsbury dough boy? He's a chunky little thief, so either would be appropriate.

I know for a fact that he had asked an officer (instructor) from one of the suburban agencies to train his deputies and other constables from around the state. Before that officer was able to conduct any training, DOCJT told him NOT to do any training for them. Check out the 3rd Dist Constables web-site, and then check his "Command Staff".
