The tax payers care. YOU should care that he violated her civil rights to unreasonable search and seizure. If he thinks she's cheating on him, them use legal means to find out, use his computer at home and use legal programs to search her phone, or just kick her but (yes I know I forgot the second "T") to the curb. I don't know what is worse, him doing it, or you thinking "its no big deal".

While I have gone through the phone bill of a cheating partner, I did not use any kind of professional resources to do it. I was able to get the info from the phone company. His mistake here is not going through her phone. Anyone being cheated on would do the same, you're right. However, not everyone has the means that he used at their fingertips. He abused that instead of just going about it the old school way and doing the legwork without using work resources.
