Oldham judge-executive elect chooses police chief, planning and development director

OK, so instead of hiring someone who wants the job in the property room, they stick an injured recruit in there for ... how long? until they decided to have another class? and if they can never go back, then what? Why not put them at the front desk taking walk-in reports?
