Yes he was vetted by Abramson and found to be of dubious enough character to fit in with his administration. Hiring a police chief who is too honest or has too much integrity can get politicians in trouble. The department might actually want to investigate the Mayor's friends and allies when they break the law. Not the case today, as we recently saw in the Courier Journal.
