FOP still in fight with city over take-home car fees

What do you mean by this? I don't want to read too much into your post, but are you implying that the JCAO is incompetent? Do you think they are effective at prosecuting cases at all? I was just really wondering because I have heard the criticism before and I want to know how widespread the opinion is. One officer said the JCAO is only good at offering plea deals but suck at trials. Any comment?
