That's actually the way most places do it, they put an hourly fee, for example, on use of the car for off duty. That goes back to the agency. Of course, many places do "special duty" through the agency, not independently, too.

No way. If the city wants to charge, I'm parking that POS in their lot every day. If they want the gear out of the car, then gear transfers will be done ON THE CLOCK. Maintenance, car washing, and everything else connected with that car will be done on the clock. No off duty policing or crime deterrence whatsoever. If the public notices there aren't any police around, then they can go hire some more officers. You aren't getting a moment of anyone's free time. If some officers want to pay out of their own pocket for off duty reasons, that's a financial decision for them to make.
