Ok, Ill buy the dumb luck logic (oxymoron) sometimes a random name can pay off. But these guys justifying a kid with thier parent ( aka. taxpayer, doing nothing wrong, in a wreck, prob cheerleader, could be your daughter) and FI'ing them just to get a stat and calling it good police work. Im still calling BS.

According to SOP 3.6, field interviews may be conducted anytime an officer DETAINS AN INDIVIDUAL for the purpose of identification and crime prevention. It mentions a terry stop or traffic stop. Unless there is a reasonable basis to believe someone should be detained and considered a suspect, you should not be doing an FI card on them.
