That officer is just trying to get promoted through generating fake stats. His Sgt, Lt, and Major are all complicit by allowing it. The department as a whole now has a major integrity problem because of how this adminstration operates. If you lie about your level of activity, you will lie to the grand jury, unless you're too busy generating fake stats to go to the grand jury like this guy.
