That is exactly what goes on. The command does not care what the charge is on the citation, as long as its a charge. I have heard commanders state they have witnessed this same activity, they knew that was the kind of thing the officer was doing. And all they could say? " well I understand why he is doing it" I have even heard there was a 2yr old FI'ed. But hey, it's a stat!!!
