I would like to see the whole written opinion, because maybe there is something in there we have overlooked that would answer the question why Judge Perry did not address the issue of restitution. We weren't asking for damages or anything other than our money being returned to us. Remember that the KY Labor Cabinet made the ruling that it was illegal and to cease and desist and they fell short of ordering the money returned because they believed it wasn't their place to do so.
