There are a few majors like that. Those who think they are better then the ones who they rank over. They do put targets on peoples backs to get rid of them and make their life hard. They are superior in their minds and this department condones their actions. Without naming names some who were promoted from Lt to Major just because who they are are the biggest joke around.
