Uhhh, every LMPD radio I've picked up has the ability to talk to EMS, etc. - but no, can't speak to the other agencies you mention because they aren't on the system, which I agree is stupid. But that is their choice. I know several have agreements to bridge when needed, though. As for the in-car radios - don't speculate, investigate. If you care, do the research on the issue.
