great post. The only thing I would add is a squirrel is someone who doesn't take care of their beat. You know the officer who will go off their beat for an arrest. The one who will arrest anyone anytime not caring about their partner being on a food break or already at the book. Don't get me wrong if someone needs to be arrested do it but if you can cite the person while your beat is already short so you can take car of it do that. We have officers who are more concerned about getting those stats than they are of taking care of their beat. I remember (yes I have been on over 16 years) when it was a slap in the face if some one else came on your beat and took a report or handled something you should take care of. Beat integrity is no more.
