It is most likely because the department is being reimbursed for the labor expenses. They definately are for Breeders Cup and I would imagine Churchill is covering the tab for Hullabloo..........Remember, the wedding planners with badges down in special ops, work on these deals all the time because the PD can save money and send it back to the general fund and someone high up can take credit for saving budget money and get another big bonus for themselves.
