He obviously takes pride in his department. He obviously understands what his troops say and need. He obviously knows what is necessary and what is polital BS. He obviously know how to communicate effectively with his troops. He obviously has been working with the LAPD his entire career and understands what it takes to handle issues in the city he has LIVED IN HIS ENTIRE LIFE . The mayor of Los Angeles obviously realizes how important it is to promote from within in order to facilitate smooth transitions
