What word would you suggest? I personally don't like the word stupid, since, for example, I'm quite sure that White is objectively intelligent. The problem is, he isn't really, at his heart, a cop. There was an LMPD commander, now chief in another city, that I saw as a true cop - he was late to a meeting once because on the way, he actually stopped, in his unmarked CV, and rendered assistance to another officer who was on a call. I don't care what your rank it, much like a Marine is always a rifleman, every officer should be, at heart, a street cop, and occasionally show it. Has White EVER ridden with a beat officer, EVER? I can't imagine becoming a chief and not occasionally riding a shift with the troops. Has he ever actually been in command of a situation - without someone else actually making the decisions? That makes him incompetent to me, NOT his race.

I completely disagree with your code word theory. Websters dictionary gives the following definition of Incompetence, which is the state of being incompetent. 1.- Not legally qualified, 2.- Inadequate to or unsuitable for a particular purpose, 3.- a.-lacking the qualities needed for effective action, b.- unable to function properly. After digesting all of that, I absolutely believe that R.C. White fits the definition of incompetent pretty well, along with some recently promoted commanders. By the way, the Websters dictionary did not list a codeword angle for this definition nor did it say that this definition is used for being racially discrimitory.
