"INCOMPETENCE" is a code word. It is language understood by its intended audience. What it is simply saying is that there is no way a person of a certain racial or ethnic background could be smarter than the more superior group and therefore any shortcomings a member of the inferior group has must be a display of "incompetence". No way those people can outsmart those other people (especially on standardized tests) because they are academically inferior and their promotions are only due to affirmative action. I really hate to be labeled a racist, but this the guiding mindset of many who are quick to call those other people "incompetent".
