Cudos for what? Completely destroying any morale officers had, running this dept into the ground by overloading it with stupid policies, not having the guts to stand up to the media,public or any body else that questioned the police in anything, disrespecting the officers under him time and time again, taking the worst of the former depts into merger instead of the best of the two?
