Let me make a couple of observations: 1. Since merger we have produced officers that are hesistant to use force, sure the tools on thier belts is force....Im talking about hands on (fist ta cuffs) using thier firearm or whatever means necessary to go home at night because the training they are receiving puts sooooo much fear of being sued, fired or indicted that they feel they have to follow certain steps before they can act...lack of support for upper command puts the policing on a reactive instead
