My dad is on one of the suburban departments with the 3-5 million dollar budget named in that story and his hourly rate balances out to about 14 dollars an hour while his chief makes about 95k base. And my dad's been on (as a paid FF) for many many years. They also keep getting screwed on their health insurance. It's a joke.
