Nope, sorry, you have officers at LMPD who came to Kentucky to work for other agencies (Shelbyville, the Sheriff's Office and Shively come to mind) who went through the required 2 (now 3) weeks of training and were then certified officers. Then they went to LMPD and were required to go through a full academy. Nothing to do with their status as "executives." Lots of officers move to Kentucky for various reasons from other places and as long as they went through an acceptable academy in their home state (decided by the KLEC) they can take the short course and be certified in Kentucky.
