That only applies if you actually retire, I'm not talking about that. If they leave with 10 years, they can stay in the same system.

And sure, guys are trying to FIND other jobs, but they aren't just leaving - that's the point. Leaving means you leave no matter what, not leave because a better opportunity comes up. (Better opportunity means more money.) I don't see guys leaving (not retiring, leaving) to go to the Sheriff's Office, for example. Leaving for a federal job is a totally different matter, they expect that.
