After reviewing the Collingswood article it seems there are some reasonable solutions to this. Don't make a stupid/blanket policy. If you must address it do it in such a way that the officers know it truly is for their safety and not one to restrict them and let criminals get away. The idea of running in vacant buildings or wooded areas or areas where you lose communication shouldn't have to be made a policy anymore than McDonalds should have to put a warning label on their coffee cups stating it
