I hear this issue come up every year from the command staff and Human Resources. I dont know what world county government is living in where they can say there has not ever been an issue like this before. What are we told people? "USE IT OR LOSE IT" -- "If you are close to maxing out on your accrual limits take time off or too bad" If you are not allowed time off you shouldnt have let your accruals get so high.
