He is probably supporting this. Last year an officer in that district threatened to file a grievance over the same thing. Officers were being assigned to shifts without the shifts being posted. When that particular officer wanted to go to another shift and found out about another person being put in a spot on that shift he called them on it. That officer got the pending shift transfer stopped later got the shift due to seniority. Since then the major transferred the original officer that was going to get the shift spot without posting it. So the end result was a junior officer was promised a spot a senior officer challenged got it stopped then the junior officer got another spot. Just pull all of that districts monthly manpower statements that shows officers by platoon and then see how many have been transferred since his arrival as major to different shifts. then check that against the number of emails that were sent from him posting openings. In short they know its wrong because they were called on it last year but still do it. Have to blame the others in that district for not standing up for what is written in the contract when it affects them.
