City says it shouldn't pay for officer's fatal wreck

The county as a whole, not just LMPD, needs a driving track. It probably could have been saved had LMPD reached out to all the other agencies in the county, not to mention EMS and Fire, who ALL need driving training. But you aren't going to get it when the facility is only for the use of a single agency.
