So, I guess its just coincidental, or just consideration that most criminals injure cops when they have enough staff to close roads and escort ambulances?

I dont knwo what code numbers mean for runs, but I do know that an officer with a broken arm was given road closed escorts, while children who died from their injuries were not. Which one was supposed to get a road closed escort according to the "textbook?"

If both of them were, then what exactly ISNT supposed to get a road closed police escort? A hangnail on a felon?
