Golly gee...My obviously limited education led me to Google that particular word (discretion); following is the complete listing from Dictionary DOT com -

I did find your definition of the word at Mirriam-Webster's site, though. Of course, the following entry was the very next one, after your listed choice -

See, it's an individual officer "choice" to write a ticket or not. If you would kindly read the aforementioned Kentucky Criminal Law Manual that can be downloaded for free from KYDOCJT's webpage, you'd see further examples of officer discretion. Of course, since the official word on discretion doesn't fit what YOU want it to be, you'll continue to argue with us about it.

Speaking of education...I wouldn't be casting aspersions on what education another person might have, when the use of capitalization and proper punctuation seems to be beyond your meager posting abilities. If one is going to slander someone else about a limited education, one should ensure that the word "funny" is capitalized, since it's the first word in your sentence. One should also know how to use commas correctly (I'll let you figure that one out), and how to place apostrophes in a word correctly (another free one for you - this is the correct way to write "isn't")
