funny, but the definition of discretion, as it applies here, is the ability or power to decide responsibly. Exactly what part of you deciding BEFOREHAND to ticket all employees of a news station, because you dont like their OPINION, fits that bill?

I have dismissed that argument before, because you fail to make the proper argument. Discretion means exactly what the definition says, and while you may excuse doctors, nurses, EMS and firefighters, you know BEFOREHAND as has been stated here, that cops dont give cops tickets. That isnt discretion, because knowing the outcome of the situation before it happens isnt making a decision responsibly, it is using your position to retaliate and intimidate. Hope your obviously limited education wont preclude your ability to look those big words up.
