I agree...my stats are going through the roof...between truckers and news folks...sheeew I'll get officer of the month for sure.

"Officer discretion" is a neat litte term.

Trucker, you need to learn what it means. Here's a hint - I don't have to arrest everyone that commits a misdemeanor in my presence. There are several other options available, a "citation arrest" being one of them. Same goes for a violation committed in my presence. You might want to do some research to see the number of people pulled over for a violation, and how many of them actually receive tickets. Not only does LE usually get a free pass, but so do doctors, nurses, EMS, firefighters, and general run-of-the-mill people.

Of course, an officer can ALWAYS choose to cite someone for a violation or misdemeanor. What seems to be happening here is that since WHAS took the hard stance against officers, some officers may choose to cite every WHAS employee that commits a violation (such as speeding, no seat belt, license plate obstructed, license plate not illuminated, careless driving, etc) in front of them. That's 100% legal. You don't have to articulate the reason for the ticket...the only thing that matters is that the person you're ticketing violated the law, in your presence (if it's a violation or misdemeanor, with the exception of dometic violence and DUI misd. offenses).

So, just because an officer chooses to ticket everyone from a certain employer that breaks the law...doesn't mean it's intimidation. Don't break the law, and you have nothing to worry about. Pretty easy, dontcha think? If you're still confused about officer discretion, Google it. Even better, you can go to KYDOCJT's home page, and download the criminal law manual (blue book) that pretty much every single officer in the Commonwealth has had to read and learn. Education is a great thing..hope you didn't pay too much for yours, and were I you, I'd ask for my money back.
